You can change the interval for queing jobs by going to this folder on your jobserver: C:\Program Files (x86)\Autodesk\Vault Manufacturing 2010\Explorer. In there look for the file 'JobProcessor.exe.config'

I've had the exactly the same problem with a customer, the task scheduler (2010) does not publish the DWF files to the defined path.
